As an institutional embodiment of the international safeguards regime, the IAEA has been central to the international diplomacy of nuclear control and efforts to limit nuclear-weapons proliferation. It has played an important role as a negotiator, facilitator and an implementation agency; it has been the core of the regime in its capacity as the role of nuclear watch-dog.
