The 9/11 terrorist attacks on the Twin Towers and the Pentagon drew the world's attention to an American vulnerability. However, it also rallied our NATO allies in the first ever activation of Article 5 in support of the United States. This overt international public support continued until we decided we no longer needed nor wanted their help. Since then we have experienced the problematic return of an overt resistance to American hegemony. The first step toward improving such a situation is to recognize there is a problem. Next, we must define the problem and identify its causes. Only then can we develop and refine potential courses of action (COAs) and select the best one to pursue. Although some would argue that US is 'safe enough', the increasingly discernible disdain for Americans, and the volatile state of affairs around the world indicate there is a problem we cannot afford to ignore.
